Can''t get pat level 38!!!

Hi to all of you again. for some reason, in my friend's server, EUROPE, players cant get past level 38, why is that?

well, he got the patch, but it still doesnt allow the people to go past levl 69

I havnt herd of that one, the V1.1 patch should fix the server opp and allow the levels to go back to normal.
