.Sur files. Possibilites today?

It's been a while since I've been around the FL modding community, and I came back to see that seemingly some of the mysteries of the .sur files have been-at least- partially solved?
I saw Argh's final 'gift' to the community and his .sur file exporter... I note that he clams "100% new SURs". Does this mean that with his tools, it is now possible to create custom .sur files for custom ships? Including damage to all surfaces (I guess you could call it hitboxes), and destroyable (and targetable via the ingame scanner) components?
What kind of limitations are there?
