It's deep inside the badlands. Fly around in the deeper parts of the cloud (with the big particles) with your scanner set to find everything (or bases) and you'll find it eventually. Be warned - LOTS of Rogue activity in there.

Ok. I found the base, but it is hostile to me. Who do I have to kill so the Rogues and Outcasts are neutral to me?

Well, with the Outcast,
I went to Freeport 10 in Tau 37, and paid a bribe so I can be friends with Outcast. Thereafter, I was able to call the Omicron Alpha and Beta home.

So, I can assume the same for the other factions. Freeport stations are like the embassies for all these factions, and you are bound to able to find someone who is offering a bribe that is useful to you.

You have to kill off Liberty Police and military as well as Bounty Hunters.

Setup shop near Buffallo, kill off police. Head toward Buffallo and see if they are neutral. Rinse and repeat.

Since this IS the spoiler forum: wait until you are on the run from Liberty space in the single player campaign and then its easier to align yourself with the Rouges.

Actually, you don't need to fly back all the time, just check the faction alignment from player status. If it's under 5 'blocks' on the negative side, it should show as neutral. However, the value of your cargo may make them hostile (and demand your cargo) even if you are like 4 points on the positive side (but still neutral). So check on that faction bar once in a while and when you get to neutral, go empty your cargo hold at the nearest friendly base, then fly to Buffalo, or whatever outlaw faction base you want to get in to.
