Where is Omnicron Theta and other questions

Been searching for ages.. where can i find omnicron Theta?

I have 36 places discovered now and i heard theres 48?

Also anyone know a way to up your Lane hackers faction?
Can you just shoot police to rais eit or is there a bar where you can bribe?
