Help! Stuck in level 19

I've completed Mission 13, and I've been wandering the galaxy for a while, trying to figure out how to advance from Level 19 to Level 20. The requirements to advance to the next level keep changing back and forth from "mission" to an amount of money far lower than my current worth. Is my copy of the game bugged, or am I doing something wrong? Help! And thank you for any assistance.
This isn't actually going to present a problem for you- in fact, if you keep playing, you should be reaching level 20 very soon. What the game hasn't told you is that after the SP campaign is completed, you are no longer given your current worth to compare with the requirement for the next level- instead, you are shown your current worth and how much more money you need to make before you'll get the next level. The number you're seeing is the difference between where you are and where you want to be- the smaller that number is, the closer you are to reaching your next level.
The "mission" bit is, in fact, a bug, but it has no effect on your ability to level up. You can just ignore it, as it will go away after you've launched and docked once or twice.

It isn't uncommon to end the SP game and jump a few levels right away- your net worth by the end of the last story mission could potentially be high enough to jump you straight to 38, if you've been busy enough making money during the campaign. It is impossible to end with a level lower than 18, as you are given 18 as part of your reward for completing the mission, but immediately after the last cutscene ends the level restriction that kept you from ascending beyond the SP cap (designed to keep the player using class 6 or lower equipment for the sake of difficulty) is gone as well- so you get everything that the game didn't let you get before defeating the Nomads.
I usually wind up in the mid-twenties after the end of the story missions just from looting any wrecks that I come across during the course of playing the missions or working levels in between missions. You'll only really end at 18 if you haven't done a whole lot besides what the game requires of you.

I'm on Level 26 now, but ever since I installed the unofficial version 1.4 patch, my requirement for the next level is stuck on Mission (no matter how many times I land). My current worth is just over a million. Is this patch bugged and not letting me advance, or does level 27 require a higher worth than a million?
try looting the wrecks around Sirius for the "code" weapons. They're worth a lot of credits EACH. If anything would make you level up faster, that's one way.
Another way is by running contraband items from Malta or Crete to Manhattan or New London. In a dromedary, roughly 4 round trips works out to around a million credits. Or Alien Organisms from Freeport 10 to California Minor for 2000 credits each. (Highest profit potential)

Usually, once you reach level 38, it will indicate "Max Level" and you can go no higher even though you can continue piling up credits up to 999,999,999.00.
After that, I don' t know what happens in the Open Single Player mode.

I've tried reinstalling the game multiple times and have run it with and without patches, but that doesn't fix the problem.
I'm tempted to use a level cheat to artificially take away all level restrictions, but this is such an awesome game, I'd rather not cheat in anyway to complete it.
Does anyone have any other tricks and fixes I could try to solve this problem?

How incredibly odd. I usually don't stop leveling up till I hit lvl 38.
Okay, your current worth says 3 million something...
You should have already hit level 38 long before that.
One question suddenly came to mind...
Is that the Microsoft version or the Ubisoft version?
If it's Ubisoft...that might explain the problem.
The only "official" version patch is from Microsoft, but that only deals with the server application of the game and not Single Player.
Something else tells me there is a glitch in the version 1.4 patch thats causing a level problem then.
What is your Version 1.4 patch and where did you get it? I can think of a vague possiblity that the level up requirements have probably been drastically changed or altered.
If all else fails, I hate to say this..but you might have to uninstall and reinstall Freelancer to restore the original settings to get your level-up requirements sorted out.
I know I've run through the single player story line more times than I can remember without any patches or fixes and always leveled up to 38 sooner or later after the story.

Thanks for your reply. You've confirmed that, yes indeed, I should have been a higher level by now (I'm now at 4.7 million). I was running patch 1.4 when the problem began to occur, so I reinstalled and am not using any patches now. However, I wonder if patch 1.4 messed up my saved game permanently. I'm also using the Microsoft version.
In that case, I think I'll use the level cheat since I've apparently earned my way all the way up through the levels anyway. I will miss the challenge, though, of completing Difficulty 39 missions in an old Hammerhead, hehe.

I'm sorry to say that I don't think there is any way to salvage your saved games in this case.
I think the toughest mission actually isn't a mission since your toughest opponent is in Unknown 1 with the nomads in a dangerous radiation zone with no bases.
At least in Unknown 2 where there are two planets, Primus and Gammu..and
you can get repairs done on Primus..but that's it.
