Need help. Stuck on Kyoto Base

Please, I finished mission which ends on Kyoto Base and I was earning some cash and explroing nearby systems. But somehow I can't get onto next level.

Personal says>
Next level requirement: 136,637 [or whatever
Well, I had Worth 140,000. I had cash 140,000. Now I have over 500,000 worth and still nothing. What does it mean? What am I supposed to do?

save, load, do some missions...

i had that also sometimes... and was after 1 or 2 missions i can do the storyline again.
