the nomads drop em when killed. and some of the wrecks have them, provided they havent been looted already

But thats only if you want lv 10 nomad weapons. If you want the special weapons, they are all in wreaks around the bourder worlds.

Sigma 13 has a few class 10 weapons, and Nomads drop them, but they're fairly hard to kill at lower levels.

I think you have to be over lv 32 to make ships drop lv 10 weapons.
