First off, i'd never did it in a Jedi Starfighter, but try this:

Wait until the races starts. Hold TAB for two secs, and then start the cruise engine. Pretend that you do the race alone, not with someone else. Halway through he makes a mistake, then you have your chance. In the end his cannon begins to shoot at you, ignore it and aim for the last race ring. That's how i do it.

By the way, try to search the forums, before you post a question like this. It have been posted many times before, beleive me.

i did it 4th time,.. just press TAB, when you can go with "maximum velocity" (mays + W ), and go near you can with other ship. at last ring you'll go 1st, if can cross all rings,.... of course.

just download the Hovis Race Hack MOD, it's in the d/ls. I'll upload my save to TLR if you really want to. It's got a Crusader/Cavalier and 2 million credits . Anybody interested?

Just hit the cruise engines at the beginning, stay to the inside of the rings, and don't screw up. I thought it was fairly easy, even in a drom.
