My favorite strategies are to either:
1) sit outside Planet Manhatten and shoot Bounty Hunters (i think this slightly irritates Navy and Police, just do #2 for a while)
2) go to Detroit Munitions (or some other place you can easily find Zenos) and kill Zenos
3) do lots of jobs until you got about 100k-200k, then kill either B Hunters or Zenos until you can land at a Rouge base and pay for friendship (if you have done this right and Navy and Police are really green they will only go neutral)
i prefer #3 because it seems to be the fastest way (kill zenos so you have only thoes wimps as enemies) then land at Buffalo.
(BTW quickly is sort of a relative term this will take a couple hours at least)
