get a fairly decent ship and become a good fighter , and then attack police and companies in the middle of manhatten , eventually rogues will become neutral from all the killing of police and companies , then make your way to buffalo base in E 7/6. there you can get a bribe.

you can also blow the cargo depots near manhatin, or destroy transports and frighters which more easy to kill.

Yup, after mission 4, you wont go back to Liberty for a long time, so you better forget about being a Rogue for a while.
