There were no plans for sleeper ships at that time. At the beginning of SL, a war had just ENDED, meaning the Alliance expected to continue living on in Sol peacefully. They got caught off guard by the Coalition- again, no sleeper ships were planned by then. In fact, your entire campaign in SL is to TAKE BACK Sol, not to leave it- the sleeper ship plans didn't come for another 100 years, and even then they were a last minute desperation plan. France and Italy were defeated before the thought of sleeper ships ever crossed the minds of Alliance High Command; they could not have been part of the sleeper scheme.

Canada was never mentioned as an Alliance member nation. You never see any reference to Canada in SL or FL at any point; where this came from I don't know. It may be IMPLIED by Canada's current(present day) status with the US, Germany, Japan, and Great Britain, but they are never mentioned as a member nation of the Western Alliance seen in SL.
AUSTRAILIA was the last Alliance member nation.
Even if Canada signed up later, that still leaves the "8 ship" argument one ship short. And going back and watching the final version of the intro several more times, there are only five ships. I refer you to the launch announcements made as the sleepers lift off; #1-#5 are mentioned, but nowhere does anyone mention any other ships. The narrator makes no mention of more ships; if they had existed they surely would have been in the intro. I also noticed no large Alliance ships blowing up; Coalition ships bombard the launch site but the sleeper ships are not seen in that scene. One of the sleepers(The Liberty) takes a direct hit from a beam, but is not destroyed. In fact, the only large ships you can see being destroyed in the intro are the Coalition Carriers, which are destroyed just as the narrator makes his "blockade" announcement. I can only assume that these were the ships you refer to, and they are most definitley NOT sleeper ships.
The only information regarding the "8 ships" theory is still only a bar rumor; there is nothing beyond that supporting the argument. You got it in a bar 800 years after the ships were launched; the Hispania isn't even common knowledge in Sirius by then. Knowledge posessed by Sirius inhabitants on the escape from Sol is sketchy at best; as with any legend, someone somewhere probably threw in some extra spice to make it sound more exciting. And still keep in mind this is a BAR RUMOR, not data from a historian or a story character. Which means the person who gave it to you heard it from someone else in the bar, who most likely heard it in another bar, etc. Drunken data is no data at all.
