Mission 2 is "Capture Sean Ashcroft". You can buy the dagger after that, but you need to be neutral with the rogues and outcasts.

Yup, after destroying the rogue base you're level 2. collect enough for Juni to call you and you're level 3. After capturing ashcroft you're level 4. At the end of the Calif. Mission you're level 6 etc.
