Acctuly its more north northeast. You can get the Bloodhound there along with artifacts and cardamine...have fun and watch out for Rouges...

It is part of the best trade route I know (cardine) Cadcan base-rochester base

Press F6 to bring up your Nav Map. Then Click "Display Patrol Routes" (or whatevever it's called). Now look for a place northeast of Manhattan that has a lot of patrol routes going to the same place. That's Rochestor.
