Where can i find a station or planet that has the highest paying jobs, that are not criminal related. Prefferably over 100,000 credits.

The only NON-criminal faction that has high paid missions are the one and only Bounty Hunters, they can and do give the same payouts as the Outcast/Corsair missions.

I've been working for the Bounty Hunters at Freistl Base, is that the highest paying, or is there more money elsewhere?

in theta they can pay up to the max 245k per mission usually less, as there not that frequent but can be a good deal as Corsairs drop loads of lvl9 weapons once you hit lvl 40 missions

non criminal hmmmm well almost any base in dresden throws up a few near the 100k but always a bit under it.
the big plus is the hessians there drop a lot of niobium when you kill them which you can sell in system for about 1.5k a pop
freeeport s near or in the borderworlds are the next best bet ie omega41 tau37 and in theta
gas miner naha and heligoland station throw up a few but rarely over the 100k
ive also had a few good ones from planet kurile and gas miner ogashawa in the sigmas

240k in unmodded from malta, ruiz, crete and leon

in modded was more then 400k
