Okay! There is a cutscene were it says Orillian founded the Order. I think its after the liberation of Jacobi from the Alaska prison, shes introduced to Orillian and Juni says something like "Madame President, meet Casper Orlillian, founder of the Order"
And the planet the Rhinelanders found the artifacts on I think was Pygar. It says a planet in the Border Worlds and Pygar is covered in the artifacts. So I made that comparison.
