you can't.

The only way to get them is if you ask the nomads to kindly drop them when you kill them. Go to the unknown systems to find the nomads.

Upper right hand corner of Omicron Alpha and Gamma. Each has a jumphole with wrecks scattered around it. Wait around and nomads will come, or go through the jumphole if you are brave. You have to be at least lvl 34 for weapons to drop, and they drop more often if you are higher. Nomads always appear in 4's and are tough to beat. Don't try to take them without a Eagle/Sabre/Titan. You'll need one to mount the guns anyway.

You can find a ripper mine launcher in one or two of the many wrecks around the Alpha hole. Only place to get it in the game, I think.

The weapons drop based on how much cash you have, I think...they almost never dropped when I had about $2mil, but they drop every other kill when I'm over $4mil. Same level.

Not that the stupid things are worth anything more than selling for a few bucks...
