The Brigandine c10 shield can be found on Planet Malta, Omicron Alpha, or Planet Crete, Omicron Gamma; as well as several other bases near by those planets. To get to either of those places, though, you'll need to be friendly with the Outcasts (for Malta) and/or the Corsairs (for Crete).

The Nomad weapons can be found by looking in the Unknown systems, accessible from Omicron Alpha or omicron Gamma. In either of these systems, you'll find Nomads. Kill them, and (if your lvl35 r above) they should drop some nice Nomad blasters or Nomad cannons.
