were can you get them and do they do over 800 shield dammage?

Get a Tizona del Cid, 1000+ sheild damage.

I saw those turrets yesterday, think it was in the Frankfurt System. Or the Dortmund Station in New Berlin.

Honshu, any of the non-Kusari government stations.

And yes, it's as good as the gun counterpart. This is unlike the Debilitator turret, which is a class below the Debilitator gun.
