Where is Fuchu Prison...?

Now I know this may sound dumb...but where in the Sirus is Fuchu Prison...?
I know it's somewhere in Shi***ku system but where exactly?...
And one other thing....how do you become frindly with Blood Dragons besides
shooting tons of Xenos...?
Your help will be most appreciated.....

i know where the naval research is in that system, but a prison... i don't know...
