How attack cargos??

Hi everybody,
Sorry, it's a stupid question but.....

When I attack a big ship, cargo one, I try to use tractor but only few resources come to my ship, is that right?? When I scan the cargo, have something like "9999" of something... and when I kill him, only few of that come to my ship, what I need to do? Is that right??

Guys... I tried exactly this...
I went under a large cargo ship, attacked his storages, and destroyed one of them... when I used my tractor beam, only 9 (NINE!?) units of resource came to my ship... what is wrong??

I think some multiplayer servers handicap pirating, so that you blow a transport with 1.2 mil units of cargo and come away with 4 or something. Even when you shoot the cargo correctly you get maybe 4 per cargo hold. Other servers you can blow a transport to kingdom come and it will drop 300 or so. If its possible for a sysop to do that, than thats what is happening.
