Is level 38 the last level,on mp???

It entirely depends on the server.
There are some servers that allow up to 52. lvl, but it could be much higher, since it still doesn't say "max level", it says "next level:25.523.141"...

Most servers top of at 38.

The new beta patch removes the upper level limit tho.
