I'd say the closest one to where you are is on Planet New Berlin; go into the bar and save it. Then, check all of the rep hacks. If none of the guys are offering a Hessian Bribe, load your game and repeat until there is someone with a hessian bribe.

Do note that you can't always get a bribe in the listed locations. In New Berlin, I believe the person in the bar who offers you the bribe is a member of the Red Hessians himself; he won't talk to you (you'll see the empty speech bubble icon) if the Hessians hate you already.

To bribe a faction that's hostile to you, you need to get the bribe offered by a member of a third-party faction, that's ALLIED with the faction you want and also doesn't hate you. The easiest way to do that is find a base owned by that faction. For the Red Hessians, if you are friendly with the Corsairs, you can go to Cadiz base in Omega 5 and a Corsair member will eventually offer you the Red Hessian bribe.

You don't need to be friendly with Hessians to buy the Saber, just neutral.

Go find a Rheinland police supply depot, or any Rheinland trading house supply depot, and raid it. Or, shoot down some transport ships.

Don't kill them all, just kill or raid enough to affect the Hessians rep to neutral while still keeping the Rheinland police/military/trade houses in neutral.

Same will work against Bounty Hunters.

Or, just go Friendly with the Junkers in Rheinland space. Last resort, hunt Xenos!

Kill corsairs

I had a problem with the Red Hessians too at one point in my game, especially in the Omega and Omicron systems. I'd say your best chance at peace with the Hessians is at Freeport 1 in Sector C4 in the Omega-3 system. It is a Zoners base. It may also be a nice place to pick up some nice guns....
