Follow the SP missions. They do that for your protection I belive. Try joining a MP game and imediatly go to the border systems and see how ling you last with your starflier, that is if you make it there... But to answer your question I belive it is after mission 3 you get all Liberty Jumpgate codes. The other ones will come as you progress through the missions.

If I had a nickel for every time someone told me that my idea for melting down coins to make a giant robotic parrot was a bad idea, I would have one kicka$$ giant robotic parrot.

It is mentioned a couple of times in the story line and the pop up help screens that you don't have access codes to those jumpgates. You'll get them soon enough though.

Mission two, thats when you go get that dude from Colorado. After Mission 2 you have all Liberty jumpgates open but you cant leave Liberty. Then at Mission 4 things start to get a litle weird.
