Hmm, real sorry if this is common knowledge, but just save and reload your game and, hey presto, all the npc's in the bar have changed and their info and job offerings are new too. Rinse and repeat until satisfied...

Much much faster than launching/re-docking

Or just visit the equipment dealer then return to the bar. It doesn't change the job board but it does recycle the bar patrons.
