If the rep hack isn't at the bar, save the game and reload untill it is. you can also leave the bar or undock/redock and it will change aswell. but it's faster if you reload.

Yes you can get a sabre @ Vogtland base in Dresden.

Keep in mind that it's a Red Hessians base, so you need to be friendly with them

Red Hessians are easier to get friendly with, since there is a bribe for them at the Bundschuh base Bruchsal(which you visit in SP, and remains friendly after SP ends). Outcasts you may have to do some actual work for.

Outcasts aren't that hard to get friendly with because the so-unpopular-and-so-easy-to-slaughter-Xenos are their enemies.
