No, but not yet anyway. A Rep changer will come along as soon as (if ever) somebody figures out a way to change save games.
One thing you can do is edit your empathy.ini file to make it so as soon as you kill four Xenos, ALL factions will like you. Go to the Freelancer Mod Tutorials Forum and look for the topic titled

"**** TUTORIAL **** How to change factions so you can be good to all but 1.
