Why is there a lvl 10 Freighter Shield being Sold?

I saw a lvl 10 freighter sold in one of the omega sectors, but I dont see a freighter that can have more then an 8 lvl shield (The Humpback). Is there a ship out there that can use it?

There is no ship that can use it. It's probably there there for the same reason most unused equipment is there - because it is. Either it was something the devs were going to include, then scrapped, or it's something designed to be incorporated at a later date (either "unlocked" in a patch or added into an expansion).
