Well I think I've got it narrowed down. If you're gonna fly a Drake against VHF's you want every advantage in the damage department, so the best loadout will depend on what kind of shield they use.
If enemy has Graviton shields:
2 Pyros type 2
2 Pyros type 3
(These are Outcast guns, kill for them or buy them at Cali base in Tau 23, you might be able to buy them at other Outcast bases too.)
If enemy has Molecular shields:
2 Dragoon type 2
2 Dragoon type 3
(outcasts)
OR if you prefer
2 Angelito Mk I
2 Angelito Mk II
(Corsairs)
If enemy has Positron shields:
2 Gaia's savior (Islay Base, Edinborough, or try killing Gaians for a while till they drop some)
2 Sunblast A (Gas Miners Naha, Sigma 13)
Overall, I prefer to use the Gaia's Savior and Sunblast A because I find them the easiest to hit the target consistently with. The Gaia's Savior has a 5.88 ROF, and the Sunblast A has 8.33, so the shots interleave giving you a nearly constant stream of fire which you can maintain for about 14 seconds (in a Drake).
The other weapons will run you out of energy faster, and since they are lower speed projectiles (all 600 m/s except for Dragoons which are 700), you really have to be closer to your target to ensure consistent hits.
I also think that the high ROF weapons will deliver a higher percentage of your maximum damage potential in a quick pass. Suppose you make a pass at an enemy and you can really only shoot at him for a little under a second. You may hit him 7 times with your 8.33 ROF weapon, but ony 3 with a 4.0 or 2 with a 3.03. 7/8.33 > 3/4 > 2/3.03.
