Even though Tobias tells you to get a new ship it doesn't make a difference with factions that don't like you. The only way to make it in Bretonia is to stay away from combat until you can afford a ship and guns that can keep up with those enemies.
There are two options to escape cruise disrupters:
The first one is to eject countermeasures as fast as possible. Advanced Countermeasures are suited best for this task.
The second way to escape is by exploiting a little bug in the AI of the enemies: kill your engine (default key Z), accelerate to 200 kps with your afterburner and turn around so that you face backwards. The foes think now that you are flying into the opposite direction than you actually do and disappear fast.
