If you're talking about the "Advanced Brigandine" shield, then yes it is - but only because it is the only class 10 shield that is sold in the game. In case you hadn't noticed yet, there are three different types of shields, and this baby is a "Positron" one, so - against certain weapons other class 10 shields would be more efficient. But you cannot get them.

Well, you can get the other c10 shields but it requires just a tad bit of editing. I have these nice class 10 graviton shields with 11,000 capacity and 245 regen (the highest of the three by far)

You can find them at the Leon Base in Sigma 41.

Need to be on good terms with the Cosairs though, and that sector of space has high radiation so expect a large repair build when you make it to where you are going.

Oh, and stay away from the belts of the planet at the center... or was that a Sun... anyway, your hull goes down like crazy the closer you get to it. Stay in the asteroid fields for a bit more protection.
