How do you get to Sigma 17?

Just trying to get to Planet Kurile, but I have no idea how to get to Sigma 17... Is there a jump gate or a jump hole that I'm missing? If so, where?

Thanks in advance, for this newbie question.

Sigma-13 and Sigma-19 have jumps to there. There's a "road map" thread in this forum you might want to check out.
