Is it me, or Lancer's Reactor is having downtimes between my time 9:30 AM to 10:00?

Otherwise, it could possibly happen any time...
What seems to be the particular problem?

if you looked at my profile then you'd see that TLR can't have downtimes between 9:30 and 10:00 because i registered as a user at 9:40
