Well, I'm fairly sure that my rig is very close to the minimum of what Oblivion will run on. Running with mostly minimum settings (especially draw distance), I can get respectable framerates in most areas. A large number of NPCs in a small space with a lot going on (i.e. the Oblivion dungeons)...forget it. I've learned to pull out my cache of invisibility potions when faced with such fights.
I'm running the game on an Inspiron 9200 notebook. It will run Half-Life 2 at max settings, that much I know. I had to do some tweaking for Oblivion- the auto-configuration thinghy that comes up the first time you start the game actually configured it for max settings...and I didn't notice the performance hit until after I exited the initial dungeon. It's a BEAUTIFUL game- this compy just can't handle everything in it. With settings reduced, I can play and enjoy it without more than an occasional tough spot.
My compy's stats: 2GHz Intel Centrino, 1GB RAM, 128MB Radeon 9700 Mobility GPU. If you have less than that, I wouldn't recommend trying to run Oblivion. If you have that or better, or are willing/able to upgrade, go for it. It rocks.
