No, I don't believe it was, but it has become a sort of "urban legend" within some areas of the computer community. I've seen it posted on other forums in the past, which is probably where you saw it, Wilde, but then I may well be wrong.

I have read it before, but it always brings out a huge smile on my face when I do - it really is amusing.

This time I scrolled down and started reading the comments........ which both made me laugh as they flame away for the article being factually "wrong" - but also made me wince as soooo many people are too stupid to realise its a joke/humour.
