Its someone who is not a registered user of a site and only reads what is going on. then again it can be a registered user who never posts but onlye reads.
Something along those lines in anyway hehehe

DS9, Go to the home page and scroll ALL the way down, at the very end it will say for example 321 users on line. if you click it, it will tell you who's on, You, me, Final Day, Cortana, Anyone whos on. It will also say. 315 anonymous lurkers.

There you have it.
