I don't know why, but I can hazard as guess that because Sony intended some of the games for young children they would have provided for the fact that kids are not well recognised for looking after optical disks. It would have been a design decision to make the surface child-resistant and so become standard PS policy to make all disks the same.

the why for the Black Back is that the least amount of light passing through the disc is an indication of the quality, hold a poor quality blank up to the light and you can practically see right through it, hold a good one up to the light and u can't Sony early on went with the higher quality disc's as a policy desicion to avoid screaming parents having to replace very expensive games cause of a few little scatches. PS discs can be rebuffed to almost mint condition several times before they are no longer usable , if u notice they are also thicker than normal disc's for the same reason.
