i have a friend who needs to find a good web page editor, it needs to be able to import html files for editing, could somewone point one out?

he doesnt mind paying, but he has windows ME, which is not supported by dreamweaver.

Frontpage is what I use, but I'm still looking for a good web host for (very) cheap.
