I had not noticed before but the installation of the co-consul Republic included a separate office for the rex sacrorum or the "king of the holy (things)."
The rex sacrorum was the high priest of the most important temple in Rome at that time, the temple to Jupiter. So they already had invented the concept of separation of church and state. This office of the high priest
was created to take over for the fact that the King of Rome was at one time both monarch and head prelate at the Jupiter temple.
