I tend to do that to some extent. Well, perhaps not exactly as you describe it but... see The Balloon Debate and Best Language threads.

It's also a very weasel way of keeping your thread near the top.

It's always been your perogative to do it if you like, but it'd never become a forum rule, way to hard to enforce.
