New menu into deck

hello everybody ...
i search someone able to says how to do to make one the deck a new menu ( as int the bar with the icon of suitecase ) ...
i want write into my mod , i new section to buy somes maps of systems, as your could buy a map of your city or your state ...

I think you have to do this with an offer in the bar from a person in the bar.

I don't think you can do this the way you want to but I could be wrong.
