Decompressing INIs

Hey! I've tried to use the INI files numerous times (with both bini and flini) but I dont know that commands to use for BINI, and with FLINI it immediately loads and then crashes back to desktop (I mean the winodw just closes) I am running windows XP could that be the problem.

I really really really wanna use the new battleship settings, but noone has made INI files so I gotta do it this way...

PS. Not sure if this should go here, but are there any people right now who have perminent servers that have battleships?

bini needs commands if it runs like c:\freelancer_ini\bini universe.ini to extract the file.
the easiest way is to open an Dos box with the cmd command and run bini in the dos box
