I cant View .INI files

Every time when i attempt to open an .ini file i get symbols like a bunch of Squares and a few "y"'s with 2 dots above them. From what i hear i need a program to view them. But i cant seem to find a good one to view .ini files properly. i have one program called "bini" and it converts the .ini files to .txt files so i can view them. but i cant convert them back to an .ini file again.

all bini does is decompress them...the game will use the txt files...just change the extension...

i.e. blah.ini.txt to blah.ini

it'll work
