Stupid Question (probably...)

I have bee n running a multiplayer server for a week or so now fro a gorup of friends. They all have millions in the bank and super fighter ships.
I have been looking into moding the server to make a few changes for them, maybe balance the ships and toughen up the enemies a little.
Anyway the question is....
If I mod the servers files, do the clients also need the same mods?
So say Iedit 10 ini files on my server, do I have to send out those 10 edited files to all my clients?

Sorry if this has been asked/answered b4, but I couldnt find it in the forums.

Actually u might even be forced to make an entirely new character because of the editing...
