What file stores the info about where the ships are purchased? I've checked a few files that I think might be it but I don't see the fimiliar ship names like "li_elite" or anything.

market_ships.ini

the ships are sold in "packages".

I thought so... but what package means what? Just go by the first letters?

Yes,
li_elite = le_package
li_fighter = lf_package

etc..
