Editing *.ini files?

how is it that I edit these? Is there a program I need. I opened one, and it was all symbols, with a bit of text, but no values.

I remember when Red Alert cheats would just be opening the ra.ini and editing what you wanted because it was all so organized. Oh, infantry shooting tank shells, how I miss thee.
