I would start wit the SDK, and then you can mod which ever ones you waant , ship, weps, effects and so on. I like to to change weps around.

try Ultraedit-32 shareware text editor - supports lots of formats besides just INIs, like XML scripts. it also automatically backs up work and has a file-comparison tool that will align and highlight differences in text files
