RMBonusLoot???

I have a simple question basically it just to make sure I understand this right before I do any changes.
Here it goes
In Random missions folder the RMLootInfo.ini file. You see this
[RMBonusLoot
archetype = rh_gun02_mark04
num_to_drop = 1
faction = rh_m_grp, rh_n_grp, rh_p_grp
difficulty_range = 61, 100
weight = 5
Now if I am remembering right this >difficulty_range = 61, 100< is the diffucalty or likely chance that this item will drop in a random mission. Right??
Now my question is if the above is right^^^^???
If I increase the 1st number closer to 100 it will be less likely to drop Right?? Or wrong?? And if want to increase the drop rate I would lower it to closer to 0 Right??
