The following is from questionasker2044, who could not post it for some bizzare demonic reason:

I've been trying to get this to work for like.........about 2 weeks. Missions do not work at all in the system I am trying to get them to work in.....
I know how to do it all, The Mbases.ini, The mission target zones. The encounters are perfect....has The bertonia faction and the Molly faction. I also added the Outcast.
What's happening is that the NPC in the bar do not show up at all.... I've made some custom NPC in the bar from FLE and had them base propose mission. I went to the Mbases.ini and changed to to what I wanted and added the true to the propose mission thing.
Therefore......Thne missions in those bases aren't working at all..
I looked over Bucks great tut he did and looked over it step by step. I am testing this on LAN by the way...and the missions jsut do not show up....I've been working on my mod with other things like ships and weapons and been messing around with trying to get those missions to work for over 2 weeks and it's starting to get me mad...
I given the Bertonia guys a new ship and those work fine in the encounter....

This has delayed my project for enought time and just wanted to ask to see if anyone knows whats worng becuase I've tryed everything that I know about modding to get them to work.

Well, what can happen is that you have duplicate entries for the same base. In mbase it only reads the first base's mbase and uses that one.
Also, if you have problems with one base, all of the bases afterwards will not work, even if they have been added properly.
The easy fix is to copy the mbase entries that you want to the top of the mbases file, the better fix is to spawn at progressively higher bases in the mbase file and see if there are entries that no longer exist.

Checked with Harrier who confirmed that TLR does indeed have a topic post length limit. I'm not sure if its caused by virtual size (kilobytes) or length (characters), but Harrier says that there is one. So there...I was right

O sorry I didn't see your post with all those. DOH
That could be the problem...I have seen in the past when I was making server files that FLE would remove the text from the ini. with that base, but leave the base text in the bases file........
I never knew that would effect the game at all.

It works. So it is an Base that isn't there. What I am going to do is look in the System file....find any bases that do not exist anymore and remove it from the Mbase.

But now I can get to more importian things.
