Client side ships?

This question should be fairly simple. Let's say I've edited the shiparch.ini file and changed the lights on a ship (eg: red docking lights -> large blue). Will other players be able to see the new lights, or will they see the lights listed in their shiparch.ini file?

I don't think the shiparch.ini is server-side. So they won't see the custom lights.

Not sure though...

lights aren't in shiparch.ini they're in loadouts.ini which is serverside i believe

Other players will see the changed lights.

Other players won't see a thing until you modify your charfile directly, which is to be found only on the server. Or you mess with loadouts.ini and risk being kicked for "ship or equipment not sold at base" while rebuying your ship to make the changes active, because your modded loadout differs from what the server expects it to be.

The cmp file a ship uses is in the shiparch.ini file as well. If I edit the Sabre and make it use the Stiletto model instead, will they not see that either?

For example...

DA_archetype = ships\border_world\bw_vheavy_fighter\bw_vheavy_fighter.cmp
to
DA_archetype = ships\border_world\bw_elite\bw_elite.cmp

Other players will not see a different ship model in the game. You could use a Rheinland Gunboat in place of your starflier but other players will only see a starflier. Other players will see the placement of equipment, like lights, but will not be able to see if you changed a Javelin Missile Launcher into an asteroid.

Reading models locally is the only way that the game can have multiplayer features, otherwise it would all have to be loaded from the server.
