HUD Question

Hey, I have an idea for a new mod and I got a question.

Can you edit the in-game HUD? Like throw in a new colour scheme and a
funky 3D radar, stuff like that?

There's a tutorial somewhere I think for changing the colours to the Interface. I don't think you can do much else apart from that.
